A few hours later, Republicans held a reception in Washington's U Street neighborhood, a key part of Black history in the city, to celebrate former GOP officials and activists who have engaged Black voters. The White House has taken Black History Month as an opportunity to highlight the administration's efforts on priorities such as education, voting rights and jobs. Republicans held their own Black History Month celebration later that evening with about 100 people. And party officials and strategists stress that its emphasis on Black voters extends beyond a single month of events.

Nov 10 (Reuters) - U.S. President Joe Biden's re-election campaign on Friday will register for the South Carolina Democratic primary, the party's first official clash and an early enthusiasm test for a president dogged by a rash of recent polls that show declining support among Black voters. It will mark a return to a state that Biden credits with catapulting him to the White House. Biden ousted Iowa and New Hampshire from the top spots on the party's nominating calendar in favor of South Carolina. James Clyburn, a South Carolina congressman and one of the nation's most influential Black leaders, is filing on behalf of the Biden campaign. A CNN poll published on Oct. 31 found that Biden's overall approval rating in South Carolina was just 33%, lower than his national approval, which has hovered around 40% in most polls.

Since announcing his reelection bid in April, Biden has made far more frequent official visits to Pennsylvania — a key battleground in the general election — than states that will decide Democrats' 2024 primary. “It was South Carolina that created the path to the White House for Joe Biden and me,” Harris said. Vice President Kamala Harris will travel to Columbia, S.C., on Friday to formally file President Biden’s paperwork to appear on the Democratic primary ballot in the state, according to two people familiar with her plans. Ms. Harris’s trip will punctuate the end of a tumultuous week for her and Mr. Biden. The Biden campaign had said its South Carolina paperwork would be filed by Representative James Clyburn, the South Carolina Democrat who helped resuscitate Mr. Biden’s 2020 campaign by endorsing him three days before his state’s primary. Mr. Biden repaid the favor by pushing the Democratic National Committee to put South Carolina at the front of the party’s presidential nominating calendar. Ms. Harris and Mr. Clyburn will meet to file the primary paperwork at the South Carolina Democratic Party headquarters, said the people familiar with the plans, who spoke on the condition of anonymity because the trip was supposed to be a surprise.
